Access Roads Edmonton Ltd. (AREL) brings together local talent and expertise to design, build, finance, operate and maintain the new Anthony Henday Drive Southeast Leg Ring Road.

The AREL team includes: Macquarie Essential Assets Partnership; PCL Construction Management Inc.; PCL-Maxam, A Joint Venture; Sureway Construction Management Ltd.; Lafarge Canada Inc.; MMM Group; Stantec Consulting; and Transportation Systems Management Inc. Each of these companies is described below:
 

Financing
Macquarie Essential Assets Partnership (MEAP) is an unlisted fund investing in essential infrastructure assets and businesses in North America. In addition to AREL, MEAP holds investments in: the Sea-to-Sky Highway Improvement Project in British Columbia; AltaLink, which is an independent transmission company in Alberta; and Aquarion Company, which is one of the 10 largest privately-owned water utilities in the United States. MEAP is managed by a subsidiary of Macquarie Group Limited (MGL), an Australia-based global financial services organization. MGL is an experienced infrastructure funds manager, with approximately $50 billion in equity under management in infrastructure and adjacent sectors worldwide.

Construction
PCL Construction Management Inc. is a member of the PCL family of companies - Canada's leading general contracting organization. PCL managed all design and construction-related activities. PCL-Maxam, A Joint Venture (a joint venture between PCL Construction Management Inc. and Maxam Contracting) was responsible for constructing the bridges and overpasses on the project. Sureway Construction Management Ltd. completed the required earthworks, drainage and utility works. Sureway has significant earthworks experience in Alberta and has successfully completed a number of projects directly with the Province. Lafarge Canada Inc. completed the surface works, including granular base, asphalt pavement, signage and lighting. Lafarge is a major aggregate and concrete supplier and has extensive road surfacing experience throughout Alberta and Canada.

Design
Design services were provided by MMM Group and Stantec Consulting. MMM Group is a leading national road designer and has past involvement in the Fredericton-Moncton Highway, Highway 407 East and West extensions, Detroit River Tunnel and Highway 11. Stantec Consulting has extensive national and Alberta experience including the southwest leg of the Anthony Henday Drive, Calgary Trail/Ellerslie Road Interchange, MacLeod Trail/Shawnessy Boulevard Interchange, as well as many other projects throughout North America.

Operations & Maintenance
Operations, Maintenance and Rehabilitation will be performed by Transportation Systems Management Inc. (TSM). TSM is a subsidiary of Lafarge and is well established in Alberta through its existing performance contracts with the Province. Currently, TSM operates and maintains over 6,000 kilometres of highway using 30 facilities, 87 plow trucks, 10 graders and 27 loaders. TSM was one of the first private companies to provide highway maintenance services and is knowledgeable about specific performance requirements.
